The postdoc calls are open, the PhD calls open late in the year. *2) Incoming fellowships* are international mobility grants, you can apply there to move to either Spain or Portugal, if you have not previously lived and worked there for more than 12 months. You can move to either Spain from another country that is not Spain, or to Portugal from another country that is not Portugal.
